Future Office Developments: 2025 - 2028
Clifford Centre: A New Chapter for Raffles Place
A familiar name in Singapore’s CBD for more than four decades, Clifford Centre is entering a new chapter — transforming into a 50-storey Grade A office tower. When completed in 2028, it will be the first major new development in Raffles Place in over 16 years, following Ocean Financial Centre and One Raffles Place Tower 2, both completed in 2011.
Designed with flexibility, sustainability and next-generation workspace features in mind, the new tower represents the next evolution of workplace design thinking in Singapore’s prime business district.

Design and Architecture
Designed by PLP Architecture, whose Singapore portfolio includes the luxury residential tower Park Nova on Orchard Boulevard, the new Clifford Centre will feature a refined vertical profile that redefines the Raffles Place skyline. Its design prioritises efficiency and user comfort, with typical floor plates optimised for flexibility and natural light.
Two sky gardens are planned, one just above the podium level and another near the building’s mid-section, creating breakout zones and green sanctuaries for tenants. At ground level, the podium will feature active frontages and curated retail offerings, enhancing the pedestrian experience along Raffles Place.
Sustainability and Innovation
Environmental performance is a defining feature of the redevelopment. In line with Singapore’s Green Plan 2030, SingLand has committed to an Enhanced Demolition Protocol, targeting at least 40% recovery of crushed concrete to reduce embodied carbon during demolition.
The building is expected to meet BCA Green Mark Platinum standards, with advanced energy-efficient systems, low-emission materials, and smart-building technologies supporting reduced operational carbon.
Market Context
This redevelopment signals a new era for the Raffles Place district. With office demand shifting toward premium, flexible and sustainable workplaces, older towers are being replaced or upgraded to meet tenant expectations.
Clifford Centre’s transformation aligns with this ‘flight-to-quality’ trend and ensures Raffles Place retains its status as Singapore’s premier business address.
