The redevelopment of the former AXA Tower at 8 Shenton Way will deliver the tallest building in Singapore’s CBD, reaching 305 metres upon completion in 2028. Designed by Skidmore, Owings & Merrill (SOM) in collaboration with DCA Architects, the 63-storey mixed-use tower will introduce a new scale and standard of integrated development in Tanjong Pagar.
The project is jointly owned by a consortium led by Perennial Holdings and Alibaba Singapore, a subsidiary of NYSE-listed Alibaba Group Holding Limited, which holds a 50 per cent stake. Other consortium partners include Chip Eng Seng, Sing-Haiyi Emerald, Piermont Holdings and HPRY Holdings.
Scale, Mix and Design Vision
Upon completion, the development will comprise approximately 1.6 million sq ft of gross floor area, incorporating premium office space, retail, hotel and luxury residential components. It is among the first major post-pandemic mixed-use schemes in Singapore to place health and wellness at the centre of its design approach. Features include antimicrobial materials, enhanced natural airflow and advanced air filtration systems.
The office floors are designed with large, efficient floor plates exceeding 43,000 sq ft and floor-to-ceiling glazing of approximately three metres, maximising natural light and city views. Hotel floors sit above the office component, with luxury residences occupying the uppermost levels. The integrated development will be known as The Skywaters.
Connectivity and Public Space
The basement level connects directly to Singapore’s underground pedestrian network and offers seamless access to Tanjong Pagar MRT station on the East-West Line. The building is also within walking distance of Maxwell MRT station on the Thomson-East Coast Line and Prince Edward Road MRT station on the Circle Line.
At street level, a generous public plaza will open towards Shenton Way, featuring a multi-storey atrium, reflecting pool, performance and event space, retail units and alfresco dining. The second floor will provide an open-air landscaped terrace with restaurants and biodiverse planting, contributing to the building’s extensive green provision.
Sustainability at the Core
Sustainability is central to the scheme. The project will repurpose 100 per cent of the existing foundations and retain significant structural elements, reducing embodied carbon. Sustainable building materials certified by the Singapore Green Building Council will be incorporated where possible. The tower’s orientation has been optimised to harness prevailing winds and natural light, while sun-shading fins help mitigate heat gain. In recognition of these efforts, The Skywaters was awarded the BCA Green Mark Platinum Award in 2022.
More than 10,000 sq m of outdoor green space, including sky terraces and landscaped gardens, will be integrated throughout the development. The building enjoys prominent frontages along Shenton Way, Anson Road and Maxwell Road, with excellent public transport connectivity. Facilities will include bicycle parking and electric vehicle charging provisions, supporting low-carbon commuting.
